The Lounge / Vegas or San Diego

I have next Wednesday off and I'm taking my little brother on a little day trip to some skateparks because he's finally getting back into skating. I'd like to do San Diego, but I'm also thinking Vegas.

Question 1: What are some bike friendly (bust free) parks in the San Diego area?

Question 2: If we go to Vegas, any one know what's up with the Craig Ranch park? Are bikes good to go 24/7, or are there specific times bikes are allowed.
