Eastern Fuquay grips were pretty thick, 34 or 35 mm. I bought 3 sets a couple years ago, now ya cant get them. I wish i had bought more.

It says 14mm or 3/8", so yes, it will.

Ive used muriatic acid on an old aluminum stem that was chrome plated. The acid basically reacts/eats the aluminum and the chrome comes right off.....

Dangerous.

I wouldnt sandblast, media blast would be OK, with sand i would worry about taking too much metal off under the rust. There is a reason why sandblasting voids a warranty.

You could do a vinegar bath or an oxalic acid bath. Before you do either take a wire brush and get off the stuff you can.
