did anyone ever work out why some people (like me, with 2 different accounts) get this message when trying to upload an avatar?

I always get this. Asked a mod to upload mine. But I don't have two accounts

nah i just mean it never worked on my old account either, and it never worked on my old computer, this computer any computer any browser any os etc

One of the methods of doing it didn't work for me, I think you might have to download the image and actually upload it here, rather than linking from a site. Or the other way round, can't really remember. Or maybe it only works sometimes.

Do not link to offsite avatars, upload direct
