The OG collar is actually on the hub. I'm using a B6 ti axle but will switch it out for the chormoly one to see if that changes anything.

What could cause this hub to wobble?

Your circlip isn't holding in place. You pop it back in everytime you reassembled you driver but it pops right back out, pull it out and open it up a bit so the diameter increases by a tiny bit. You'll notice it is now a little harder to pop back into the groove it fits in. But it will also be a lot harder for it to pop out on its own. One of the old 9t drivers?

Brand new 9 tooth from empire. Hadn't had time to work in my bike right yet though.

Problems with the driver shouldn't cause the hub itself to wobble. If the hub can wobble either something is missing or wrongly assembled, or the bearings are toast, or the bearings are loose in the hub-shell (super rare with our hubs though).

Double check everything, and try to feel where the wobble is.
