If you are riding Piffs and want to go bigger I wouldn't make a huge leap. Going from Piffs to Perfect 10's might be a bit of a shock
I'd go for something 8", 26.5"-friendly and => 3° upsweep and see how that goes for a fair while

The way I see it is that the longer top tube will obviously move the bars forward while the mellow head tube angle will move them slightly backwards putting them close to their original position. It makes sense in my head but I don't know if it'll work out in real life.

Well handlebar rise will affect the difference too, but with 9" of rise (including dust cap, stem rise, etc) frame B (20.8/74) will only move your hand position forward 1mm or so over frame A (20.6/75). With more rise the difference becomes even smaller.
There are other variables in there too - standover and BB height will change things but only by a tiny amount, it's probably not worth even considering...
