Not directly. The tree hub shell uses bigger 6903 (17x30x7)bearings while the Javelin uses 6902 (15x28x7).
You can use 17287 (17x28x7) bearings in the Javelin but from memory the bearing seats are wider on the Tree axle.
Incidentally I machined a 17mm axle for my Madera hub and got some bushings for the driver so I could run a true 14mm female axle in it.
