Would you have flame throwers, land mines, nerve gases back in common use? Even weapons of war have some degree of humanity to them in their design.
If you shoot someone in the right place you can kill them with pretty much any weapon, from a catapult upwards, making every shot potentially fatal with expanding or fragmenting bullets seems pretty dark to me.

I think alot of it is to Market weapons to the hobby Market, such as the gun keen folk above.

the military often adjust thier weapons to the particular theatre, political pressure or common feelings towards conflict. Hence the British army switching from 303's to NATO ammo in ireland.
